The U.S. government (and many in Europe) use the world bank to force poor countries to accept terms that benefit U.S. foreign policy and corporations. They countries are forced to privatize their oil, water, and other natural resouces in exchange for a loan, but they never get ahead. The corporations move in and hike the rates to 3 times what people were originally paying for say, water. They go into massive debt, children starve, and the country usually erupts into civil war. fun. So yeah, the world bank can go fuck itself.
