Rhoads composed better solos, but never was given the time to get to the point where he could write an album as consistently well written and multilayered as No More Tears. I'd agree with that for the most part.
But if we were to give Rhoads credit for innovation, he definitely was going off the beaten path for the entire length of his (unduly so ) shortened career, whereas Zakk took inspiration of other players and maybe expanded on it. That said, I personally prefer anything done by Rhoads over anything Zakk W has ever done but that's a matter of taste.
